Richard Warren - Higginbotham and Penny Hobbs - McGinnis, Lockridge & Kilgore as moderator for this lunch.

Penny Hobbs, JD, MBA, Partner at McGinnis, Lockridge & Kilgore, represents a broad range of healthcare industry clients. She also practices employment law and transactional law. She offers the unique perspective and practical experience she gained in a twenty-year career as a nurse combined with a master's degree in business. She is a certified mediator and trained arbitrator. Outside of the office, Penny chairs the Health Law Section of the State Capital Group. She is a frequent speaker at health law seminars. Penny has been listed in The Best Lawyers in America in the area of Healthcare Law.  

 

 

Richard A. Warren, JD, MBA, CFP®, ChFC®, Director of Compliance & Employee Benefits Operations at Higginbotham and Associates, provides employee benefit clients assistance with interpreting and complying with health care legislation as well as ERISA, HIPAA, Mental Health Parity and other state regulations. He also oversees the employee benefits operations of Higginbotham's multiple statewide offices. Richard has more than 20 year's executive level management leadership experience in entrepreneurial small and mid-sized companies. Most recently, Richard was Vice President and CEO for OnSiteRx®, a remote dispensing pharmacy solution for long term care and correction facilities that he built from a local operation in Grapevine, Texas, to a national service network. He was introduced to Higginbotham while he was the Director of Operations for Clifton Capital Partners, Inc. when the wealth management firm operated as a Higginbotham subsidiary from 1999 to 2004. He previously served as president and CEO for Pinnacle Priority Projects, LLC. Richard is a former board member of the Better Business Bureau at Fort Worth and a member of the Tarrant County Bar Association and Financial Planning Association. Richard received a JD from the Texas Wesleyan University School of Law, an MBA degree from Jones International University, and a BA degree from the University of Texas at Arlington. He is a Certified Financial Planner® (CFP) and a Chartered Financial Consultant® (ChFC) licensed in Series 24, 7 and 63 as well as Group 1 Life and Health.  

 

 

Duane Galligher, Executive Director of the Texas Association of Health Plans, represents health maintenance organizations, health insurers and other related healthcare entities operating in Texas. Previously, Galligher was a partner in the governmental affairs consulting firm Texas Strategy Group, where he represents various corporations, trade associations, and public entities before state government, with a focus on health care, insurance, and regulatory issues. Prior to entering the private sector, Galligher served as the top staff person for the House Committee on Public Health. Galligher has worked in various capacities for numerous current or former elected officials, including members of the Texas House of Representatives and the Texas Senate, as well as former President George W. Bush. He is an alumnus of the University of Texas at Austin and Southern Methodist University Dedman School of Law.
